Hi There,

You can surely create a website using SharePoint and even publish it. It can also be used as a content management system. You need to have a good knowledge of HTML and XSLT for maximum gain. I would recommend w3schools.com for learning HTML.

The best solution would be to learn the HTML for SharePoint 2007. 

It's not a perfect solution, but it should work.
