I3 performance is superior than i5 weird but experiencing that

I have an i5 powered laptop at home and i3 powered laptop at office. My personal laptop is from dell and official is from Lenovo. My office laptop is so fast that it makes my i5 powered personal laptop age old. How can i3 processor run so fast, run all the encryption stuff decryption stuff and still make it faster. Even the search is lightning fast. Why does that happen? What are the tweaks the manufactures do for personal laptops to run more slowly than business laptops? RAM size too is same. What can be the reason behind it? Can I too make my laptop perform at that speed?
