Because of a number of technical problems with TAS, ICANN is going to shut the system down. Is it permanently shut down?

No! It’s not permanent. They will just be offline for several weeks. They will just do some fixing bugs and errors in the system. Aside from that, they are planning to open up new gTLDs. They have already 22 gTLDs and they have a plan to have some additional which will allow customers to apply. In recent news; they said they would be in the work again after they notify all applicants.

By this shutdown, the majority of users are unaffected. ICANN is still on going by checking the database, logs, relevant information about the issue, and this all is going to be shared by their applicants. By this they clear that bugs are not causes of illegal access.

That's a nice question you have asked. ICANN shuts down the system because of the temporary technical errors the TAS gets and it therefore shuts down the system temporarily for about a week to solve and fix the problem and later restarts the system.

They usually check the system for repairs of temporary errors and maintenance of any type of illegal access or bugs that may have affected or tried to affect the systems.
