Increasing the resolution of a JPEG image

I have an image that was taken from a low resolution camera, I wanted to improve on the resolution of the picture. Is there a way/ software that can increase the resolution of the image and make it better? I do not mean photo enhancements, I want to bale to retain the proportions of the image.

Increasing the resolution of a JPEG image

There are many ways to do that .Firstly you can use photoshop navigate to image mode than lab color . After that you will find many items named blur sharpen and other thing .You have to use them on the basis of the photo and the depths . And if you think photoshop is difficult than use picasa it is much simpler
