You can understand that the skype 3.8, That your downloading is there in your computer machine. you must have installed it previously, To look for existing skype folder , press Window tab -type "SKYP" and it will come-up, However if you are not able to find folder, Any kind of error, Simply go to control panel and click on programmes and reinstall the software.

First you need to look for the previous Skype program that you have installed in your computer already.
If you find it, uninstall this version completely from your computer.
Open control panel > Add/Remove programs. Uninstall it.
After doing so, reboot your computer and try to reinstall latest version that you want.
In this situation, it will work smoothly.
