Is it possible to disregard Microsoft certificate popup

I am trying to sign and certificate a .cab file on Google Chrome and Internet Explorer without having purchase a certificate from the Microsoft Certificate Authority. Is it possible? I would also like to get help to disable the blinking of static website and <a> links in a website using javascript. Please explain the procedure.

Is it possible to disregard Microsoft certificate popup

For sure you can disregard the certificate pop up on chrome and internet explorer. All you will need to do is the following:

You will need to use the Microsoft Certificate Manager to disable the pop up, and you will do that by:

• Going to Start on your computer, and then choose Run.
• You will then need to type 'certmgr.msc'  without the quotes;
• And then you will click OK.
• You will need to locate the certificate under Certificates;
• And then you will go to Current User/Trusted Root Certification Authorities/Certificates.
• You will need to know the name of the certificate, and that will be displayed during its installation.
