Bloomberg says that Apple is planning to make updates on iTunes that will allow users to share music to friends for free. Will they also soon allow devices to connect to iTunes on a different computer to copy the songs?

Apple will reveal the changes by the end of 2012. They will closely integrate the iCloud storage with iTunes. With that users can access and manage their music across different Apple gadgets. They have been negotiating with major record labels for the right which will allow users sharing their music with friends for free. They are also planning to come with new features for sharing music. May be that could allow users using different operating systems will get access to iTunes, but they have not assured that yet. So you have to wait for their upcoming announcements.
Besides they have already announced the integration of social networks like Facebook, Twitter in iTunes to allow the users to share the music they are listening right then.

To answer your question, this doesn't seem to be the case. Apple will be leveraging on the iCloud feature to enable the overhaul. According to Bloomberg's sources, Apple will provide an option for friends to share their media, and the friend who has received it can have access to use that media. But the company is still seeking rights from record firms to make this possible.
But if you are interested in accessing your own iTunes from a different computer, you can do that via iTunes' Home Sharing, given that the other computer is using a similar network.
