If your are using mouse ball, it might have some dirt on the two rolling stick inside the mouse as the sensor of the ball.
If your using optical mouse you might need to replace your mouse pad with applicable to the sensor of the mouse.

The bad news is that the jumping cursor problem can be due to a number of problems and settings, and so you will give to figure out which solutions will work for you by trial and error.

SOLUTION ONE: UNCHECK HIDE CURSOR WHILE TYPING
Go to control panel > "printers and other hardware"> "mouse" > "pointer options". Uncheck "hide pointer while typing" then click "ok."
SOLUTION TWO: CHANGE TOUCHPAD SENSITIVITY
Adjust the touchpad sensitivity (or set it to inactive while typing) by going to Control Panel >"printers and other hardware"–> "mouse" > "pointer options". Check "show the position of the pointer when I press the Ctrl key. "Then click ok

Download updated drivers for touchpad and mouse.
SOLUTION FOUR: SCAN FOR VIRUSES
Check for spyware, viruses.
SOLUTION FIVE: SWITCH PORTS
Switch from USB port to PS/2 port.
If your mouse is not optical it applies it the one with ball.
Remove the rolling ball by disassemble the mouse and clean it.
Dust can make it function in uncertain behavior.
