This usually happens when you are installing an update. When installing an update or when you are updating Microsoft Windows, the process creates global changes to the operating system. This process normally creates a restore point so the process can undo anything that has been done when a problem is encountered.

During the process of installing the update, when an error is caught that is so severe it cannot continue the installation, setup cancels the installation and undo everything restoring the computer back to the state before the installation was started and then this dialog appears informing the user of what happened.

If you are installing an update using a web installer which Microsoft usually provides as a download, try to look for an offline installer of the update you were trying to install. An offline or standalone installer will not require an internet connection during installation unlike with a web installer where you need to be online during the entire process.

Since you did not include what update you are installing, just try searching the Microsoft website for an offline or standalone installer.
