I'm looking for a list of cleaning utilities. I need a few shareware and freeware utilities so I can test them out and review them.

I will suggest you use a software its name is Tuneup Utilities. It really keeps your computer efficient. It offers a wide range of features such as fixing errors and cleaning registry, managing your Startup Programs etc, most importantly this process is on going once you have made a profile. It deletes shortcuts or programs which have remained unused for a specific time. You can use this feature and carry out a trial and error method to see which startup program is causing the problem.
