All I remember before getting this error is that I scanned my system with antivirus.

Dear,
Firstly you format your Drive C: of the Windows XP.
Secondly You need to setup Windows XP in to your computer Again.
Then You can use Microsoft Office Outlook without no problem.
Thanks

So you scanned your system using the antivirus software that you have installed, and when the process was done you deleted any viruses or any suspicious programs that were found on your computer? Well, I guess you might have caused a problem in that process. The antivirus could have just stumbled upon an important registry file for ms outlook, and since it has a .exe extension the antivirus mistook it for a virus or a malicious program. And when you deleted the files that the antivirus may have listed as posing harm to your system you may have deleted the registries too.
The workaround for that will be run the system restore utility to remove any changes that you made to the computer, or you might just as well install ms outlook afresh.
