My computer flashes blue during boot

I own a Toshiba PC that has Windows 7 installed. Just the other day, it started flashing the screen blue whenever I try to boot and eventually it does not boot. I thought the problem was temporary and attempted to restart it severally but I am not able to solve it. I have removed the battery and tried booting while connected to power and still no solution.  Could it be a virus? Or is it a hardware issue? How can I retrieve my files?

What you are experiencing is what is probably referred to as a blue screen error. This occurs if a serious problem is established in your system caused by either software or hardware issues. However, it might be quite difficult to point out the exact cause of the problem. Restoring your system would help solve this problem. Alternatively, insert the Microsoft OS to your drive and reboot your system, then select repair windows options and follow the steps.
