I am attempting to install Skype on my laptop. My system has the following specifications:
Windows 7 and 64 bit but installer always providing error message

You can try the procedure outlined here to install a new version of Skype without using an installer program:

I would also advise you to make a copy of your currently installed Skype.exe file, just in case that you regret the update.

I have also faced this problem. Sometimes it can happen due to the antivirus program.
You need to disable your antivirus software first, then try to install Skype again,
Clearing all the browser cookies will also help. In Internet Explorer go to "tools" and then "internet options" and then click on "Settings". Here you will see the "view files" button. Click on it and delete all files.
Now try to install Skype again. Remember, after you have deleted cookies in Internet Explorer, don’t open any other browser.
This error can also occur due to your graphics driver. At one point, Skype did not support the new version NVIDIA graphics driver.
You need to install this driver and then try to install Skype again.
It should work now.

Please make sure you login as an administrator before installing any software's as the system admin might have set constraints on installing and uninstalling software's.
It seems that the software package you are trying to install is corrupted or has some files missing from it.
Download fresh latest copy of the Skype software package from following website and it is for free,
And try installing it again.
Please follow all instructions properly.
Even if it doesn't work, restart your system and make sure your antivirus software is not blocking new softwares from installing on the system.
