In which format is the file? If the file is a word document then there is a way you can restrict access to the file and modification by assigning a password so that everytime someone tries to access it or modify it they will be required to provide that password. Click file then save assuming that the word document is opened. Choose tools then general options, the following dialog box will appear. Enter the password to open and the password to modify and click save.
So every time you need to open or modify the document you will have to enter the passwords you provided. I guess this works for other ms office files like excel, access etc too.

If you have Linux machines in your network you can change the permission to read only so all the users of the file will be able only to read the file without any modification, if you have windows machine , which i assume to be true, you can use some tips like changing your Word file to a pdf, there are lot of programs that can do this thing, like dopdf ,which you can find here :Â http://www.dopdf.com/Â which is "free"Â , So when you turn you file to a pdf no one will be able to change it, an everyone will be able to read it !!
