PC is not starting due to USB issues after pressing start button

If the computer doesn't start up at all, it is not a software issue. It is a hardware problem. And this problem can happen for various reasons such as Power supply, Motherboard failure, Hard drive corruption, Processor, etc.
As you have already checked SMP, it is safe to assume that the power supply is OK. However, Have you checked the SMP port of your CPU? A damage in their can also cause the problem.
Don't worry though. As your PC had shut down after connecting a USB, it won't turn on probably because your Hard drive. If the hard drive is totally corrupted (the reason can be a malicious virus / old disk), your computer won't turn up. However, you should at least be able to turn on the CPU for a while and the cooling fan should start.
If everything is OK that I stated above, then you are in a more serious problem. The reason might be your Motherboard or processor. Checking it with a professional is your only solution then.

Hello, How are you? You should maintain the following steps to resolve the issue:
Step 1: Firstly unplug and again plug the USB device into the computer.
Step 2 : Put “Devmgmt.msc” into the search text field of “Start” button and press enter.
Step 3: Scan hardware using “Device Manager” Window.
Step 4: On the “Action” menu, click on “Scan for hardware changes”.
Step 5: Wait for the scan to complete. This is exactly it.
