Photoshop CS6 Variables program error

When I try to import my .txt file to my data sets in CS6, I select the file click ok and I get "Cannot complete request due to a program error".

To import a .txt file or to define a variable in a document, follow procedure describe below,
Very first open the document in which you want to define variables or import a .txt file.
Now select the “Layer” in which you want to import a text file or define variables by using selection tool.
Now click on “Image Menu” and then click on “Variables” and then click “data sets” present there.
Now look for a button “Import to” click on it, choose the extension “.txt” you want to add and choose a pre defined data set from below arrow list.
From available listed objects select a variable.
Select “Hide” or “Unhide” for layer’s content to show or hide.
