Hello,
Can Linux have the viruses and is it limit the downloading ?
Although i can understand that some of the operating systems are better than others as it depends upon the requirements and purposes of different users but please suggest which the best open source OS to be used generally ?

Linux can have viruses just like any other operating system. In Linux the user is rarely logged in as ROOT.
So the chances of virus modifying your registry and system files in very less.
There are a lot of open source operating systems available and choosing the right one can be a challenge. You should consider the following points when selecting an open source operating system:

Hardware and software compatibility
The operating system that you choose should be able to support applications or softwares that you regularly use. As you said you want an open source OS to be used generally you can try
