That error message usually prompts when your BIOS is not compatible with your video card. These errors occur if you are using some Third-party BIOS or custom BIOS of your computer. You can download this build here to fix the issue and run it.
If that error message still appears, you should have your video card be replaced if it's still under warranty.

If you have just upgraded your Video card this error often comes up, what you can do is to revert it back to 0.42. You can find the firmware from Radeon website. You can also adjust the CCC limits of your Radeon. Here is a link with detailed instruction on how to edit your CCC limits. If this fails, you may want to consider other video cards available in the market.
