I'm having an issue somewhat similar on my Lumia 920. Unfortunately, I can't simply solve it by turning data "on." In fact, I already have data on, I click on "Get media content (1KB)" for group texts and "Get media content (32KB)" for pictures, and for some reason it goes into a state that says "Getting media content…" but never actually downloads. So, I can't refresh the message nor can I try to re-download. It is extremely annoying to have to ask people to re-send things many times over.Â

I guess the problem would have to be your internet connection. Turning on the data connection on your Nokia Lumia 920 handset means it will be able to connect to the internet. Check if your handset is able to browse any website after turning on the data connection. If the phone can’t connect to a single website then that’s the reason why you are unable to download any of your files.
But if you can open a website with your handset then there’s no problem with the connection. Try turning off your phone, open the back cover then remove the battery. Wait for about five to ten minutes then reinstall the battery and then start the phone. Try downloading the files again and see if this works.
Another possible cause is an almost full internal storage. If you are saving your apps on the internal storage, check if it is not yet full. As much as possible, avoid storing your data on the internal storage to avoid problems with the handset. Always save your data or apps on a separate microSD card to avoid data loss.
