Program to design web Gui Linux

I need a program to design web Gui Linux.  I’m looking into using Bluefish.  Can someone tell me if this is a good program to use? Also, can someone provide me with a list of the best programs available?

I am glad because BlueFish is your first choice software in developing web applications in Linux Operating System. Bluefish 2.2.4 is now released last February 12, 2013, and it improved and added a lot of software functions.  Here are some of the important features of BlueFish 2.2.4:

• Fast – Bluefish starts very quick (even on a netbook) and can load up to hundreds of files within seconds.
• Lightweight – Bluefish tries to be lean and clean, as far as possible given it is a GUI editor.
• Limitless undo/redo functionality
• Auto-recovery of your files in modified documents after a kill or shutdown
• Multiple encodings support. Bluefish works internally with UTF8, but can save your documents in any desired encoding.
• Translations into 17 languages

Notepad ++ is also a great tool and it is also free to download

I can also suggest Adobe Dreamweaver, but purchasing this software is quite expensive.
