The OS installed in this Table (Toshiba) will be the best and newly developed  by android so it does make a difference since you will be having an OS which android claims to be the most friendliest ,  easy for multi tasking and many more.

Toshiba's latest innovation will be released with an android "Ice cream sandwich 4.0" , the latest  OS platform created by android for tablet and smartphones.

I would say that if you are buying the Toshiba Excite 13, then you have to also keep in mind that OS installed in will not be the same as the ones installed on a regular Toshiba laptops. The OS installed will be designed for specific needs which includes web browsing,  reading e-books,  playing games and it won't be able to accommodate a heavy tasks (Photoshop , and other software), but for simple and easy task this  tablet will be one of the best.

The 13-inch Toshiba tablet you mentioned in your post, I think, is the older model or older version of the device. Because right now, Toshiba has Thriveâ„¢ 10-inch tablet and is a lot smaller than the one you mentioned. With this one, you can have a more complete tablet experience, share and capture media easily, and enjoy HD movies, games, photos, books, and more.

The tablet is running on Android™ 3.2 and some models are upgrade to Android™ 4.0 Ice Cream Sandwich. In addition, you’ll get full access to Google™ Mobile Services, Android Apps, customization tools and more. This tablet is powered by the world's first mobile super-chip, NVIDIA® Tegra™ 2. This tablet PC knows where it is, and what’s up, because of its suite of sensors including a gyroscope, accelerometer, e-compass and GPS. Tilt it into a portrait or landscape format — through a full 360 degrees of rotation. For more information, you may visit Toshiba – Leading Innovation | Thrive™ 10 Tablet.
