Yes it is absolutely possible to reformat your Lenovo netbook while having no external CD-ROM.
In our old times what we used to do was get an installation CD of any operating system that we wanted to install in our computer and put that in our CD-ROMS right? These CDs used to be bootable by the way.

I think I’ve already seen a similar notebook such as yours that was bought in Italy and the operating system was all set in Italian and it doesn’t also have a built-in CD/DVD-ROM. It will be a problem if you don’t have any external optical drive to format your notebook. If your only choice to install your operating system is to use the USB flash drive, you need an application that will copy the Windows ISO file on to the USB flash drive and use it to install Microsoft Windows.
If you are running Microsoft Windows 7, here’s how you can format your computer and reinstall Windows 7 by simply using your USB flash drive. First, you need to get your Windows 7 product key. It is a 25-character alphanumeric string that is normally printed on a sticker attached to your CPU.
If it doesn’t have it or it is a different product key, you can use a program called The Magical Jelly Bean KeyFinder to pull the product key directly from the registry. Once downloaded, make sure to scan it with your updated antivirus to make sure it is not a virus or is not infected.

After downloading the ISO file, download and install Windows 7 USB/DVD Download Tool. Follow the instructions on the page on how to use the program and copy the ISO file to the USB flash drive. Once the ISO has been copied to the USB flash drive, just boot your computer using the USB flash drive and follow the onscreen instructions to format and install Microsoft Windows 7 on your computer.
