I have a number of problems with my Microsoft Outlook 2003 that I hope someone will help me solve. I tend to think that these problems are due to a power blackout that occurred yesterday. I use Windows 7 and I may have lost my entire address book because since then Outlook fails to access the data in the contacts folder yet all the data in this folder appears to be intact. Something else bothering me is that although all the relevant folders are present the Rules in Outlook are not functional anymore

The Rules in Outlook are not functional

The problem you mentioned leads to the conclusion that the Microsoft outlook database is corrupted now.
In order to address this issue, you have to download a tool called “outlook Repair Tool”. This can be downloaded from: https://www.oemailrecovery.com/downloads/OutlookRecoveryToolboxSetup.exe
After downloading the tool perform the steps mentioned below:
1- Locate the pst folder in your computer, normally it is located on 🙁 drive:Documents and SettingsuserLocal SettingsApplication DataMicrosoftOutlookOutlook.pst)
2- Double click the downloaded utility, and on the prompt select the pst folder (.pst file) you located above
3- the utility will start scanning the pst file for the objects stored in it, like messages, contacts, notes, appointments etc
4- After scanning the report will be displayed , on the left side the folders / objects of the original scanned pst file, and on the right side the new pst file, and if a corruption is detected, you will be able to move to the next step by pressing next button
5- Now type the location where you will save the repaired pst file
6- After the tool finishes recovering data from the original Microsoft Outlook pst file, the output folder may contain several files, for example: outlook.pst, outlook[1].pst, outlook[2].pst
7- Press save, and outlook will save the complete data.
8- Now open the outlook, go to FILE – OPEN, AND SELECT THE REPAIRED PST FILE.
You will now be able to see all the data and address book.
The RULES are dependent on the address book, and as the address book is now repaired the rules will also be active

The good thing about Ms Outlook is that when you create a new PST file. All error that is related to corruption is resolved. So create a new data file and then remove any rules already configured. Similarly you can import your contacts.
Once you are done with new PST file. Now try importing all your messages from the old PST files. First disconnect this PST from your Ms Outlook 2003. Try importing things one by one, I mean first messages and then contacts.
If the import wizard is unable to import your messages, you can try PST repairs tools.
