I would like to set up an Welcome Email for the users who joined newly our organization.
Could you please anyone guide me to “How to setup and configure Exchange 2003” so that it starts sending Welcome Email to all newly joined employees?

Setup a Welcome message through Ms Exchange 2003
Hi,
Exchange 2003 configuration is not a difficult work to do. You just need to follow few steps to do this job perfectly. Here I am giving description step by step.
First you must open your Exchange System-Manager window. It is may be look like this one
Now go to recipient policies and then go to default policy and right click on it. Then click on properties.
Here in the Default Policy Properties you just choose this tab named "E-Mail Addresses". In here you will find your exchange server. Here is a list of domains which is supported by your exchange server. Now add your email and domain here.
If you mean auto emails when a account is created then there is no way. Rather need to use a script to achieve this in AD
