I am using HUAWEI Globe Broadband Tattoo, the connection is too slow whether the signal is below 20% or above 60%.
So, I did some experiment, and I tried to put the SIM on my Nokia N81 cell phone.
I insert the broadband SIM card into my cell phone and start surfing the web.
When I put the SIM back to my Globe Tattoo I see the following error.

The SIM/USIM card has note been detected or is invalid.
Can someone help me with this problem?

What you can do to rectify this problem is to simply reinsert the SIM card.

Unplug the USB modem. Remove it safely by right clicking the plugged device icon in the system tray (it looks like a gray rectangle with a green arrow above it pointing to the left). Select “Safely Remove Hardware” and choose the USB device you want to remove.

Once the USB modem is removed, take the SIM out and put it back in

Plug the Huawei modem again.

Try using again the SIM card to your phone to see if it still works properly. Then browse the internet using it. If it works then try it again on the Modem.

If you can get a hold of another one, use another SIM card to put in the modem. This is to test or see if there is something wrong with the modem.

If you are using a Prepaid Globe Broadband Tattoo SIM card, then you can always buy a new one. I understand it’s very cheap.

For the Philippine's Globe Internet, make sure that you are using a SIM card that is registered by Globe Tattoo. Other Globe SIM cards may work but may not have the internet connection.

Go to Control Panel and uninstall the Globe Broadband software program. Make sure that when you do this, the USB Globe Broadband modem is not plugged in.

Restart the computer.

Insert the USB modem again and wait until it prompts for installation

The installation may take time, just do not remove the device until it finishes.

Sometimes there are errors and you’ll see a message that the installation is not complete until you restart. Do not do that. Just keep the USB modem plugged and you’ll see it will continue to install.

If all else fails, you can always visit a Globe service center near you.
