Similar Softwares with Hair Pro 2010

I have a friend who owns a salon and wanted to have a software similar with Hair Pro 2010. For anyone who is not familiar with it. It is a software that allows you to capture a picture of a face using a webcam or digital camera, and then display it with a new hairstyle. The program have over 1300 hairstyles for men and women, as well as virtual hair and photo coloring and retouching capabilities.

Now, my question is, if there's anyone here who knows how to develop this kind of software or could just give me some useful advice in developing a similar one. My friend only wanted to include women's hairstyles and only have the hair colors to be adjusted accordingly (from darkest to lightest shades of black, brown and red). We wanted to start with 100 hairstyles at first and see if it would click with her frequent clients.
