Slow Video performance can be contributed for multiple reasons like low internal free memory (RAM:- Random Access Memory), low available processing speed owing to number of running processes. If you are trying to play the video from the internet directly then it could be owing to poor bandwidth availability with your ISP (Internet service provider).

Assuming that you have the video within your phone memory, the internet connectivity issue can be ignored. Ensure that the video is not stored within phone internal memory, if so, then transfer the video to your external Sdcard storage. Open settings and go inside Applications section and verify storage usage. Any other application residing in phone memory should be transferred (If possible) to the phone external storage. Also, check for running processes, any unused running application (other than system applications and antivirus) should be closed. All this should essentially increase your phone memory and available free memory, which gets used during video running.

Also make sure that you reboot your phone at least once each day as android phones consumes lots of memory and a restart often resulted in boosting performance.
