This problem actually occurs in Moodle. You can't delete this error from outlook, it's a problem generating from the email address which is sending you the mail and causing outlook express to send this error. All you need to unsubscribe form that particular email address.

Most of the time, these error occurs with the interfacing of the Mail server with the ISP, particularly in sending email. The most approaching reasons for this error are listed below,
·        Invalid name of Mailbox.
·        Sending mail through ISP’s SMTP server without authentication to ISP.
·        You do not have a public reverse DNS Record.
Since you are dealing with Exchange server, problem of reverse DNS record might be the most possible reason. If you have access to your network and can manage DNS server then adding a resource record of your mail server as a public will fix this.
Unfortunately, you cannot delete this error message.
