I have heard of having features like Battery care function in some Sony notebook which sets the charge level. This would help to avoid the charging if the Battery if it's fully charged. Is there any software is available which will provide this kind of feature for other notebook ?

It depends on the Notebook model . Some manufacturers e.g. Acer, Dell , Lenovo has their laptops pre-installed with battery monitoring softwares that tend to intelligently manage the battery consumption based on usage of the PC. As for setting the charge level, I'm assuming that you meant preventing overcharging the battery once it is full. Li-ion batteries which are in use in most notebook devices have a built in mechanism for preventing over charging.
