This error mainly occurs because of your router or problems with it’s software. To test that try playing videos on the app while using hotspot from a device. If it works then the problem is because of your router. Try restarting or resetting your router. If the problem still persists then you need to update your router’s firmware to fix the problem.
If that problem happens with your iPad’s YouTube app then that means it needs to be updated. Because YouTube utilizes Flash Player for their video streaming service for video playback, your YouTube app’s built-in Flash Player is probably outdated and no longer support the required Flash Player of the site. Updating the app should fix the problem.
On your iPad, go to YouTube for iOS to get the latest. The app supports iPhone, iPad, and iPod touch and requires iOS 9 and higher. It is also compatible with Apple TV. Basically, for a newly purchased iPad, all stock apps it ships with should be updated because most of them will not work out of the box. This also applies to recently factory reset devices.
