Is Spartan Browser Exclusively Available in Windows10?

I am updated with the news that saying the Spartan will release with the Windows10 and it was the separate Web browser that will be included in Windows10. Is Spartan web browser could be available exclusively with the Windows10 user? Can it be a free-source web browser that is available in non-Windows10 users?

Is Spartan Browser Exclusively Available in Windows10?

Spartan browser might not for all the users. The early news is that only Windows 10 users and those smartphone devices that powered by the new operating system will get but it is not confirmed. It has some exciting features called Cortana, offline reading and so on.So, it can make an impact for web browsing.
