Sync error in Turbo Boost feature

I am hoping that the experts here can help me out with my problem:
I recently acquired a Dell Inspiron n5110 with an Intel Core i5-2410M microprocessor (2.3GHz, 3MB cache, 2.9GHz Turbo Boost). Basically, my computer is mainly intended for playing games, but before I even get to install so much as one game, I have been experiencing some difficulties with it.
I found out that my CPU works well @ 2.9GHz if it is in the Turbo Boost mode, which is one of the key features of an i5 microprocessor.
When I tried to install the Dell Application Software on a 64-bit Windows 7 OS, (location: "Intel Turbo Boost Technology Monitor Software Application 2.0" Driver ID R292474.EXE) it showed an error message.

Perhaps the system is not capable of supporting Turbo Boosting. What are your thoughts on this?
