 Is there a way to transfer an Excel file to cloud and have another user from a separate area and IP address update this file? What are the regulations in going about this process i.e. in terms of file size and the licensing charge for Microsoft 2007?Â

There is a way to transfer an Excel file or any other file format into cloud. Microsoft introduces application Microsoft Codename
"Data Transfer" with the help of you can transfer any type data to SQL Azure or Windows Azure Blob storage.
It is a simple method to do it—
1>First import an Excel file into a Web Application "SQL Azure"
2> Then, upload data into Windows Azure blob storage Account.
