For 64-bit Windows 8, download and install the Windows 6.2-KB2693643-x64 service package. And rest steps are to enable the active directory users and computers from Turn Windows features on or off. If you the problem persists, ensure that you have deployed the language pack (En-US) too before the installation of the active directory users and computers, pack in the system.
