I have a 320GB HDD that is used as storage for a DVR, I need to back up the data to CD or other external device, but I am unable to do the same. Have there any convertor or tool that will smoothly do the transferring of data to other storage device. Please advice.

You will need to burn the files into optical storage devices e.g. A DVD/CD of blue ray disk.
Try downloading a good software to burn your file e.g NERO essentials or TINY burner.

Hello,
There are many methods that you can copy your files to any external drive.
1. Copy to USB:

First of all, connect your USB drive to any USB port.

Open “My Computer”. You will see the USB drive.

Then, copy your desired file and paste into the USB drive or drag the file in the drive.
2. Copy to CD/DVD:
Copying to CD/DVD is a little bit troublesome. Use a tool called ImgBurn. It is the best tool that will help you copy your files into the CD/DVD.
Thus, you can copy your files and make backup of them.
