Unable to download anything on Ubuntu

I'm having a hard time running Ubuntu 14.04 on my PC. When I try to download or install anything, the orange bar reaches the halfway and I get this freaking error:

Package operation failed.
The installation or removal of a software package failed.

What's the meaning of this? I really need help.
