Unable to play dvd’s on my Windows
If your computer has the right stuff. The computer operating system or playback software must support regional codes and be licensed to descramble copy-protected movies. If the computer has TV video out, it must support Macro vision in order to play copy-protected movies.
You may also need software that can read the MicroUDF file system format used by DVDs I suggest to download VLC media player, it's a freeware and it supports a lot of file format.

There are also different  freeware media player
1. vMedia JUkebox  is an all-in-one media player, music collection organizer, iPod connector and music store with extreme tagging techniques. This music player can pretty much do it all. While not as small as VLC, it definitely does have a bunch of features. It can even be used to sync your phone, while finding tags for your newest imported songs, and simultaneously downloading the newest plug-in to customize your user experience. Sweet, right?
2. songbird   is one of the most customizable media players ever created. Besides being created by Mozilla, and being open source, it allows users to create add-ons/plug-ins for added user experience. Built-in options include: Last.fm playback history plug-in, support for the iPod, available for Windows, Mac, and Linux, metadata management, etc.

Have you tried to insert another disk to determine what the problem really is?
Maybe the movie disk that you are using has some scratches on the disk itself, try to clean it with a soft clean cloth.
And also, if you have inserted another disk and your DVD ROM can still don't read it, try to check if there are missing codec to play the movie.
You can try the KLite Codec which you can download below:

And if it still doesn't work, ask for a technician to check on the lens of your optical drive.
