I try to pay something on the Internet via PayPal but I can’t send the payment. I don’t know what might cause the error, the browser or the internet connection. Did anyone experienced such an error before? How did you solve it?

PayPal is one of the most popular and secure online payment system worldwide. Sometimes, it gets some trouble with many things and can’t process their users’ request. This is what happened to you.
There is something wrong between PayPal and the payee so the request is not acceptable. It is normal that PayPal may have any misunderstanding or other issue with the payee and unable to confirm your request.

Actually what happens as soon as you add credit card info to your PayPal account, it will take time to validate the card and which may take some couple of days. You log in into your Paypal account and check that whether they have accepted your bank account or card information or any other payment methods.
There seems to be connection issue between the PayPal system and the seller’s website which resist you to make a successful payment. Another option is try to contact the merchant and ask whether they can provide you with the invoice via PayPal regarding your order so that you can make the payment.

It’s really not bad unless you’re in a hurry because usually it takes several days before it is fixed. If you are doing a payment transaction with your PayPal account, check with your account the available options you activated.
If your account doesn’t have a credit card or you didn’t add your credit card, make sure you load money to your account for the transaction to push through. You don’t have to maintain any amount in your account and it will never deactivate even if it has zero balance but you can never make any transaction without loading anything in your account.
If you already added your credit card to your PayPal account, make sure your card is not yet expired or else any transaction you made will be denied like this one. Another possible reason for this problem is an unverified account. When your PayPal account is not yet verified, all your money transactions will be limited to a certain amount. This is the problem I encountered before with PayPal which I finally fixed. So, if you’ll be paying for something that will exceed the limit for unverified account, you won’t be able to continue with the transaction.
