I have a pair of Universal Serial Bus USB micro Bluetooth adapters that can be used to accompany
Phones and so on. I wanted to know if the adapter can be configured to act as a Bluetooth hub / access point in a visible place outside BT devices such as mobile. Is there any alternative option that phone(s) that can be seen the adapter before you can begin a process of association with the adapter itself?

Bluetooth device has plug and play configuration. Some old models of Bluetooth device have driver CD. When you install the driver software on your computer it will help to search for devices that supports Bluetooth.
Mobile phone with internet connection helps to get internet connection on computer.
With Bluetooth you can create your own network environment.

A single USB adapter can connect seven (7) devices all at the same time to your PC (through Bluetooth connection of course!) but it is not advisable especially when you use the adapter for transferring files. You will not get the maximum performance of your adapter if there is more than one device connected.
IF you are planning to use both the adapters that you have, then that is possible as well. It means that you can connect a total of fourteen (14) Bluetooth devices to your computer (again not advisable if you want a good established connection).
A Bluetooth USB hub is different. Just like a Bluetooth adapter, it can connect Bluetooth devices to your PC but unlike the previous device, it also has the ability to connect other USB devices.
Smartphones nowadays can rapidly detect Bluetooth devices near its perimeter. So if you are planning to connect your phone to your computer via Bluetooth, you must install the adapter first on the computer and pair it knows whether they can connect or not.
