There seems to be some problem with BIOS settings. In the BIOS, check either USB high speed, which is USB 2.0, or USB full speed, which is USB 1.0.  It should be noted that USB high speed is different from USB full speed.  BIOS programs the chipset to support only USB 1.0 if it is set for full speed.

Another thing is that your BIOS setting may not be right for your USB subsystem, so attempt to re-boot and test the speed with a valid USB 2.0 device.

It would also help to check if the latest service packs are installed.

Also given that this issue may also be arise due to any third party software and hardware that is not really compatible with the system, I strongly recommend that you boot your computer into Safe Mode and perform a test.

The first step in solving this problem is to make sure that you know if the problem is with the USB disk or the problem is on the machine. Test the flash disk on another machine and if the problem persists then it means the USB disk has a problem and your machine is ok,but if it works normally on other machines then the problem is with your machine.

If this is the case plug in the USB drive into the back ports that are fixed on the motherboard other than the front additional USB ports.

If this don't solve the problem, download the USB drivers for your machine and install then the device will work with the required speed.

That happens when you plug the USB flash drive on a lower USB type port like connecting a USB 2.0 flash drive on a USB 1.1 port. When this happens, you will get the maximum speed supported by the port instead of the standard speed supported by the USB flash drive. To check the problem, first, check the USB type supported by the USB ports on your computer.

If your CPU supports USB 1.1 only, there’s no way to speed up things because the bus speed is originally slow. You can install a USB 2.0 adapter card but still, the same speed will be supported which is the speed for USB 1.1. But if you verify your USB ports support the USB 2.0 standard, it’s probably just a problem with the port.

Try transferring the USB flash drive to another USB port then see if it works.
