I use Advanced system care as my antivirus and utility program such as cleaning junk files, Disk scan (to correct disk errors), registry cleaner etc.
After I run the disk scan and reboot, after POST I receive a Popup with this message "Setting Personal Settings" and this " RunDLL32IEDKc532DLL.BrandIE4". I could not find anything on Google about this.
Does any one know if this is a virus?
The only symptom that I am getting is auto complete does not work.

Advanced System Care is known to bring viruses or other malware attached to the software.
It isn't an uncommon problem for many, but it is a nasty one to repair. Your best luck would be to either do a clean installation of your OS or try to download another antivirus system.
A few examples of some good ones would be AVG and Malwarebytes.
Both are used by many PC repair techs and have been known to keep systems completely clean.
