You can get an affordable HP laptop with Windows 7. Win 7 system requirements for good operation are dependent on what you plan to use it for. If you want to use Microsoft Office suite, Internet Browser and Music or Movies, there are minimums: 2 GB RAM and 1,67 GHz Processor.
What is really good about HP, is their online customer support. Of course you need to register your laptop after purchase
IMO, this is a good quality laptop, with 2.67 GHz processor speed, and memory RAM upgradable to 16 GB , and Graphics NVIDIA HD 2048 MB.
There is moderately cheaper laptop, with AMD Processor 3.5 GHz, and 15.6” display: Shopping hp com
