 I will recommend you C# .Net or JAVA as:

For C#:

1] If you are targeting clients for event planner billing system on windows platform .NET frame work provide good GUI interface to develop app, create package, and app developed in this platform is easy to deploy on windows.

2] You can develop application much faster and easily. As user interface is much easy to understand.

For JAVA:

1] Open source.

2] It is easily available on each OS.
