What is the best software for making acrobat cartoon animation gif?

Hi Berthapearll. 

There are different types of animation software you can find out there in the internet depending on the type of animation style you want to implement.

ToonBoom Studio –  for traditional 2D frame by frame animation.

Pencil – animation software for MAC users

Anime Studio – for 2D anime style animation

Maya – for 3D animation

But the one thing I would suggest is AdobeFlash cs5 or 6. It is widely used and a very powerful 2D animation tool. It can produce animation fast and easy.
