What is the fastest way for hard disk file transfer?

I am running Windows 7. I have 2 data drives I want to transfer to external drive. What is the safest and fastest way for hard disk file transfer. I want to make sure every file is transferred. Also, in case the transfer is interrupted it will resume from where it stops. Any ideas?
