Where can I download this program and would it be compatible with Windows 7?
What kind of files can it open?
Can it open Word and XLS files created with Office?

Openoffice is an office tool like those of Microsoft and it is patterned to be Microsoft's competitor, so the files that they can open are just like those of Microsoft like .Doc, .Docx, .Ppt, Microsoft access file, database, excel and etc.
This program is downloadable at openoffice.org, it is free and it is compatible on all platforms of Windows operating system
