I was supposed to receive an email with a javascript file today from someone I work with. When I received the email avast detected js lockydownloader b and put it straight into the Virus Chest. What should I do? Is it a virus?

Let that email sit in the Virus Chest. Yes, it is a real problem, and submit it to Avast. Locky is a Java ransomware. Ransomware encrypts all your files and it then asks you to fulfill some demands. The files are not decrypted until the demands are met. It is similar to a kidnapper asking for a ransom. Thus, it is called ransomware.
After locking the file away, run as many scans as possible and record all the logs from the various scans and attach it with the report. As I understand, as of now, there is no way to decrypt files that are encrypted by Locky. I suggest you be highly careful and cut all forms of communications with the author of the email in question.
