The error 0x803f9006 pops up on Xbox when I am trying to launch the game. I have to ask the owner to sign-in, and the error is gone. What is the permanent solution for this error? Even if the owner does not log in, can we access the game?

Yes, there is a setting that can solve the error 0x803f9006 permanently. That will allow everyone to access the Xbox.

a. Log in the owner to the Xbox.
b. GO to System.
c. Go to Settings.
d. Go to General-> Personalization.
e. Make the console as your Home Xbox (Make this my Home Xbox).
f. You will not get the 0x803f9006 anymore.
