TOAD (Tool for Oracle Application Developers) is what may interest you. It was originally developed by an Oracle developer for Oracle. It used to be shareware but is freeware now. TOAD is now available for other types of RDBMS (Relational Database Management System) than Oracle only. To be specific, it can be used on Oracle, DB2, Sybase, Microsoft SQL Server, and MySQL.

 

Toad can be used to operate on data dictionary – tables, indexes, stored procedures – and can do various other tasks through multi-tabbed browsers. Below are two online demo clips available on YouTube.
