No need to worry, this is not a big problem. Just restart your  I pad one time. Then clean the screen with a soft cloth. Do not use your wet hands on screen it really affects your touch screen. Sometimes this problem also comes because of lamination. So try to check the touch of your I Pad without any plastic sheet on it.

When you say it is not working properly, what exactly do you mean? If you are just stuck with the Slide to power off button, this means you are still within the free call period and you need to call Apple at their number 1-800-275-2273. Remember to take down the serial number of your iPad when you call. Or does your iPad stop responding to anything? Have you tried to perform a reset? Try holding down the power button and the Home button at the same time until the Apple logo appears. It will not delete all the data on your iPad. Or you can also try to restore it with iTunes by connecting your device to your computer and then open iTunes. Then click Restore on the Summary.
